It usually means mother (see also Greek Orthodox usage in this respect.)
The title "Augusta" had sometimes been conferred on the mother of an
Emperor.
But I am reminded of Cardinal Odet de Coligny - who had died (or been
murdered) while in England and is buried in Canterbury Cathedral. He had
become a Huguenot, and married. The French were at somewhat of a loss as to
know how to address his wife. They tried "Madame la Cardinale", bit it
didn't sound right. So they settled on "Comtesse de Beauvais".
