I suppose I am geting way off the topic here but does anybody know if there is an an XML standard being proposed to cope with refernces? XML would seem a natural for establishing both a core standard and extensions.

A famous telephone engineers' quote goes something like "That's the beauty of
standards - there are so many to choose from".
This is a common problem in the world of IT: A need for information to be
exchanged between individuals, groups, organisations etc. and potential confusion
because there are many different 'standard' formats in use.
The IT world would approach this by putting forward a single standard format that
everyone could use and understand, with a recognised way to extend or vary it when
necessary to cope with different needs that go beyong the basic. (Not simply
different preferences, that mocks the concept of a standard). Once a good standard
is accepted, all other forms simply fade away.
That is why I can send this message - email works globally.
If I've understood Erik Bork correctly, and there are 3500 reference formats in
Endnote, then the patience of academics and students amazes me! Is no-one
working for unified standards?
