In the most honest description of government activity, ie "Yes Minister", Sir Humphrey informs the minister that "the Civil Service measures process, not outcomes". Linking "outcome and productivity" on the website should raise alarm bells that productivity for management and creative workers is often inversely proportional to output: one good idea is far preferable to ten half-baked (often contradictory) "initiatives". I have a Dilbert cartoon where the hapless manager tries to define the productivity of a technical writer. At the other extreme I recall "The Men from the Ministry" employed a nubile typist who had typed three letters in her first morning: "t" "h" and "e".
As a worker in an agency, I hope that a lot more thought has gone into the relationship between the free-range ONS and its owner/client.
