Many thanks for this very full and prompt reply. You are right - I was
meaning from a technical point of view. I will look at Netlibrary and
Ovid again - must be something I am doing wrong

I assume you are talking about technical issues rather than licensing
issues. We subscribe to some resources which are IP authenticated but
which do not allow off-campus access.
If you asked this question a week ago I would have answered "yes".
But as some of you have heard from me several times already WAM access
to the new Web of Knowledge is currently not working though IP control
on campus does work.

Netlibrary does work with WAM in that we can direct our off-campus
users
to the Netlibrary homepage which includes our logo, where users can
view a list of all Netlibrary books they can access, and browse/view
the
contents of individual books. In order to check out Netlibrary books
users must identify themselves. This used to be done by usernames and
passwords users created for themselves but we have switched to use
Athens username and password instead.

Please see above (although I hope it will be resolved soon).

I have no experience of Emerald, but we have no problem accessing
Blackwell Science (Synergy) or Springer titles via WAM.
