There is nothing in the INNOVATIVE LDAP product that will do this - you could,
however, leave the library ID/PIN as an alternative Millennium 'login' for all
registered users (as we have done). At least your borrowers would have an
alternative means of access which (presumably) remains in library control. The
logic of this suggests that they'll need to use their existing campus system
to change their password every thirty days - so if they are locked out they'll
need to go that system, change their password and then revert back to
Millennium/OPAC.
