I'm preparing a judicial report relating to disability law reform in Finland. At the moment we have separaten legislation conserning the rights of "mentally disabled" and "other disabled". The government is aiming to combine these to statutes. At the same time we are evaluating the relation of general and spesific legislation.
On part of my job is to examine overally how the realization of right of PWD is dealt with in other Nordic countries and in some other EU countries. The focus is on the question of general/spesific and whether the legislation is more "purely non-discrimination" - legislation or more "positive measures of the public sector", althoug these two are closely interconnected.
I wish you could help me with some reference especially on Netherlands, Germany and GB.
