On behalf of the Asset Accumulation and Tax Policy Project (AATPP) funded by
the National Institute on Disability and Rehabilitation Research (NIDRR)

Helen Schwab Foundation, the World Institute on Disability (WID) is proud to
produce EQUITY Newsletter.
Unfamiliar with asset building? EQUITY brings you articles that educate and
inspire. For the seasoned asset building community member, EQUITY advises on
how to better serve participants with disabilities.
Every month, articles from leaders in the field, program administrators, and
actual participants with disabilities challenge us to narrow the divide,
mutually benefiting both communities. Also included: helpful tips, answers
to your questions about disability issues, periodic federal policy updates,
and valuable resources.

Brenda Muñiz, National Council of La Raza, uncovers the unique obstacles
that Latinos face when attempting to achieve financial security. She also
indicates with adequate support and outreach, asset building programs can

EXCLUSIVE CONTRIBUTION: Latinos & Asset Building Graph
In order for Individual Development Accounts (IDAs) to be an effective
poverty reduction tool, the Latino community must be served. The World
Institute on Disability’s Access to Assets Program has produced a graph
comparing the total Latino percentage of each state’s population to the
percentage of Latinos served in IDA programs. See the results…

Housing Opportunities for People with Disabilities
David Silva, HOME, contributes a glimpse of a unique IDA program that
combines multiple affordable housing tools for Latinos and others with
disabilities that create the means to live independently in their Los
Angeles community.

Construyendo un Legado Familiar/ Building a Family Legacy: Gizella Bibiano
The Bibianos are an exceptional Latino family. Andres is disabled and stays
at home to take care of their two boys, while Gizella works as an
Administrative Associative at a New York Public Library office to make ends
meet. Together with the Mount Hope IDA program in the Bronx, NY, they will
soon move beyond just surviving and into the home that they have dreamt of
for years.

AFI PROGRAM ANNOUNCEMENT AND NEW AFI PROGRAM WEBPAGE!
Office of Community Services -- The Assets for Independence Program Funding
Announcement
OCS is receiving applications for new initiatives as well as for
enhancements to current projects. They are quite interested in supporting
new and innovative strategies this year. The application due date is July
27, 2004. OCS also announces the launch of a new website featuring general
information about asset building strategies and specifics about the AFI
Program. The URL is http://www.acf.hhs.gov/assetbuilding One important
component is a new guidebook for AFI applicants. The page also features
information about the AFI Resource Center and other news about the AFI
Program.
World Institute on Disability (WID) is a non-profit public policy center
dedicated to the promotion of independence and full inclusion in society of
people with disabilities.
WID's Access to Assets (ATA) program provides training and technical
assistance to asset building and disability organizations seeking to improve
the inclusion of people with disabilities in poverty reduction programs. In
addition, ATA provides information and referral services to individuals with
disabilities and conducts federal and state policy analysis on related
issues.
