I tried the migration from Bb5.5.1 for Bb6.1.5.5 on Windows 2003 servers, but did not find the problem as you mentioned. I did not keep Bb5.5.1 system setting during the migration. No other problem is reported yet from anyone tested the system within the University.

I performed a migration last night from 5.5.1 on Windows 2000 Advanced
Server to 6.1.0.1 on Windows 2003 via Migration tool 6.0.0.66 and it hasn't
done this to me. It failed on another part of the migration but that's being
looked at by BB, otherwise it all went well and didn't exhibit the problem
you outlined - I did tell the migration script to maintain the original
settings too.
