I have been asked to create a survey in blackboard that seems quite complex
and I was wondering if it is sensible to do natively in blackboard of if I
would be better looking outside.

What I have been asked to do is to allow students to select one (or
more) subjects and to then rate those under a number of different headings.
I can see how to replicate leibert as multiple choice questions. A further
complication is that the subjects would need to be normalised according to
the number of participants in a particular course so that something did not
get more "good" ratings just because there are more students!

Hi Peter - do you mean LIKERT type questions? If so, you can set them up as
matching questions as well as MCQ although I am not quite sure what the
advantage would be? Re your problem with different numbers of students on
different courses - this is not a problem because BB reports surveys by
aggregating the responses and giving the average number of responses for
each question item. However, I find The main problem with surveys is that,
since the upgrade to BB6, you cannot add them or retrieve them to a pool
which makes importing and exporting across different courses a bit of a
pain.
