I would like to pose a question to list members in local government who are
involved in their corporate arrangements for managing the implementation of
the Freedom of Information Act.
In Gloucestershire, we are finding it very difficult to establish just how
many enquiries that the Council currently receives might need to be handled
differently under FoI. Commercial organisations are trying to sell us
sophisticated enquiry management software which it would be expensive and
disruptive to install on a corporate basis, and I am far from convinced that
such a heavy-handed approach is justified, especially as the implementation
of such a system would be likely to reduce the flexibility and
customer-focus of existing departmental enquiry teams.
I would be interested to know what measures other local authorities are
putting in place to manage and monitor the progress of enquiries under an
FoI regime.
