Glancing through various books with MSS illustrations it does appear that
angels with headbands with crosses are most common in the Netherlands
tradition

which I think shows what you mean.
There does not appear to be a set iconography for what angels are wearing
on their heads, some have halos, some are bare headed and some
have 'sunburst' type halos.
