The March Winds of Change The First Online ScotFEICT Seminar
The Impact of the Internet on Further Education:
What will Further Education look like in 2013 and how will we get
there?
Online Seminar, beginning 10th March 2003
The March Winds of Change is an online seminar which will explore
the impact
of Information and Communication Technology (ICT) on education in
general
and Scottish Further Education in particular.
Organised through ScotFEICT, supported by the Scottish Further
Education
Unit and SCROLLA and hosted through the Virtual Learning Space, this
seminar
will run for three weeks from Monday 10th March.

About the event
The seminar features position papers from key people from both FE
and HE,
plus resources and information to kick-start the debate. The event
will be
based around two themes:
1) In the Eye of the Storm - What is the impact of ICT on Society?
There is no doubt that technology is permeating all our lives -
whether we
like it or not. There is technology all around us- the mobile phone;
the
Internet; digital TV; CCTV; Personal Digital Assistants (PDAs);
Wi-Fi.
Technology is infiltrating our lives, often without us realising: in
this
new world, what skills will we need just to get through the day?
This theme
asks you to explore how technology has changed our world, and to
think
forward to how that change will continue.
2) When the Wind Blows - Where is ICT Taking Further Education?
"When the winds of change blow some build walls others build
windmills"
(Chinese Proverb) As these changes take hold, how will FE respond?
Do we
take ICT to our bosoms, or do we hope it goes away?
The issues tackled under this theme include:
$B!& (J What impact does the world wide growth of the Internet
have on FE?
$B!& (J As communications technology permeates throughout
society, what
changes will we see in FE?
$B!& (J What changes will be forced, what changes will be
welcomed, what
changes will be needed?
$B!& (J Is change inevitable?
$B!& (J FE Students are more technologically capable as each
year goes by:
does FE respond appropriately?
$B!& (J The BBC recently announced that it is to spend vast
sums of money on
creating learning resources for schools: what is the fallout for FE?
$B!& (J The average age of FE lecturers is in the late forties:
in 10 years,
who will be in charge of the classroom? Will there be a classroom?
$B!& (J Will ICT be the good guy or the bad guy?
$B!& (J If the technology is so good, what is to stop a
Scottish student
studying 'abroad?' online?
$B!& (J Are we driven by cost, or educational needs?
$B!& (J What skills will lecturers need in 10 years time?
$B!& (J What skills will students need in 10 years time?
$B!& (J What models of learning will emerge in 10 years time?
Target Audience
Teaching, Senior Managers and support staff in Further Education.
Although
aimed at Scottish FE in particular we heartily welcome anyone to the
debate
with an interest in ICT in teaching and learning, no matter where
you are
from. It's a global issue with a local perspective.
How to take part
The March Winds of Change begins on 10th March 2003 and lasts for
three
weeks. Just register with the VLS through the ScotFEICT website at:

How it works
Before the seminar opens, we will publish resources, links and
information
relating to the theme. To set the scene there will be viewpoints put
forward
by invited contributors. The seminar will be moderated throughout to
ensure
the debate flows. During the seminar you can contribute at any time,
day or
night and discussion summaries will be sent via this mailing list at
the end
of each week. During the event we will be hosting a live chat on the
subject
- look out for further details. Instructions for accessing the VLS
will be
available on the scotFEICT website, and will also be distributed via
mailing
lists during the first week of March.
Cost
Free! Just bring an opinion.
Output
After the official end of the seminar, the debate will be left
online for
viewing and a summary document produced to be distributed to all the
contributors. In time, it will be interesting to look back at this
and
compare with reality.
