1) New Challenges for Migration Policy in Central and Eastern Europe
Co-published with T.M.C. Asser Press
Since the fall of the Berlin Wall the countries of Central and Eastern
Europe have had to deal with a completely new set of migration policy
challenges.
First, after years of being primarily countries of emigration, the Central
and Eastern European countries rapidly became countries of transit and
immigration. Few would have predicted that so many people would travel
through the region in search of a better life in the West, or that a growing
number of immigrants and asylum-seekers would move to the region.
Second, all countries in the region, whether they are European Union
Candidate Countries or not, have been increasingly affected by moves towards
a common immigration policy in the European Union and the need to align
their migration and asylum policies with EU practice and expectations This
book reviews current and expected migration trends in Central and Eastern
Europe, including trends in labour migration, transit migration, trafficking
and migrant smuggling. It considers how EU enlargement eastwards is likely
to affect international migration in Europe. It also examines how much
progress the Central and Eastern European countries have made in aligning
their migration policies with EU practice.
The book concludes that virtually all the Candidate Countries appear to be
on track as far as legislative developments are concerned, but few countries
have seriously and systematically examined the question of what kind of
migration policy they wish to develop in the future.

2) Francophonie et Migrations
In cooperation with Organisation International de la Francophonie;
migratoires.

Intergovernmental Organizations Active in the Field of Migration 2002

increasingly urgent and complex issues of managing international migration.
The purpose of this document is to provide a schematic overview of the major
existing institutions with an ongoing focus on migration-related issues and

5) International Dialogue on Migration vol 3: International Legal Norms and
Migration: An Analysis
Due to the complexity of migration processes, the related international
legal norms operate on many levels and have a wide range of addressees.
This overview of international law dealing with migration seeks to identify
the legal norms that constitute the framework of and for cooperative
management in the interest of states, their citizens, and interstate
relations. This report is an offprint and will serve as the introductory
chapter to a collection of legal research papers that constitute the bulk of
the wide ranging Expert Study that was carried out in 2002 in co-operation
among IOM, Institute of Higher International Studies (Geneva) and Migration
Policy Institute (MPI in Washington DC) and will be published in early 2003
by TMC Asser Press.
