This is from the prayers said by the priest as he ascends to the altar, after the preliminary prayers at the foot of the altar in the "Tridentine" rite. It would not have been heard by congregants but by the servers at the altar. Nearly all of these opening prayers were eliminated in the post-Vatican II revision of the Mass.

I thought the relic had to be in the altar. The ordinary of the Mass:
"We beseech Thee, O Lord, by the merits of those of Thy saints whose
relics are here, and of all the saints, that Thou wouldst vouchsafe to
pardon
me all my sins. Amen" - New Roman Missal, Fr. Lasance.
