Cheshire Libraries offer one hour free per person per day. The second and
subsequent hours are chargeable. This is a means of sharing limited
resources, not an income generation device. Relatively few users book more
than an hour.

This is also an issue which we are exploring but from a slightly different
perspective. In York we get a high number of visitors not only from the UK
but also from further afield.
We have always offered free Internet access but have found over the last
year that word of our free access has spread, particularly among students
attending short (1 month) English courses. There are occasions when our
facilities are completely taken over.
We were looking at introducing a charge for anyone who is not currently
living, working or studying in York. However we have been asked to explore
other methods of restricting access.
I wondered what other authorities were doing?
