I think the plastic like material is the horn-mass
itself still clinging to the horncore. Send us a pic.
GUessing from your text I think also it was cut at the
base, near the skull - did you check for
cut,-sawmarks, or anything unusual morpholigically
that could explain the removal.

subject.
