interesting, as a footnote to this as far as I am aware all the colleges how have COSE only use it for there HE provision, there is a feeling that it is less suitable for FE and most of the COSE colleges are using another VLE (predominantly learnwise) for FE. I expect in the longer run there will be a number of benefits to these local clusters in terms of collaborations

	Peter's email sent me scurrying back to the data .... and there is indeed

	considerable variation.  I've left "in house" out of the picture, but will

	just say it would figure as a preferrence in more than half the regions

	

	East Midlands shows no oveall preference

	Eastern Region prefers Virtual campus

	London prefers WebCT

	North East prefers Blackboard

	North West prefers Blackboard and Learnwise

	South East prefers Net G Skill Vantage

	South West prefers Virtual Campus

	West Midlands prefers WebCT, Learnwise and COSE (only one other college in

	EM had this at all!)

	Yorkshire and Humber prefers Blackboard and OnLinm (YHs own developed by

	Leeds Univ)

	

	For the purpose of this email I've taken a preference (completely

	arbitrarily)  to be if the VLE is used by more than 13% of responding

	colleges in each region - the strongest have a 25% penetration.
