What you've described is sometimes called a "learning object repository", or
"digital repository".
There is a product called "intraLibrary" which fulfills these requirements,
and has built-in support for IMS and SCORM standards for metadata and
content packaging. For more information and a free demo see

IntraLibrary is being used, alongside a product called Xtensis, as part of
the JISC-funded JORUM+ project to investigate the application of digital
repositories and "development bays" for managing learning objects.
