For intranets, I think it's a real problem, if people have to go via a web
master to put on content. Something which I received a flyer about the
other day, and which looks both very good and very cheap (£69), is
Macromedia Contribute. Have a look at:

I'm not recommending this as such, and I haven't looked at it in detail
myself, I'm just saying that on the basis of the info on their site, it
looks worth investigating.
