I agree with all you say.  Are we looking for something that is functional and suits our needs or are we going to be held into a straightjacket.  One of the big problems with standards (and pseudo standards fits the bill well in this case) is that once people agree them they fail to experiment and find their own solution.

Dear Edward

I have recently been inundated with requests for
information on whether or not VLE and MLE that we
recommended are IMS or SCORM compliant.

In the last 5 years, I have been helping to implement
elearning in many schools and colleges in the UK, Europe
and US. They have all engaged in the concept and
application of VLEs and they are also creating their own
content.

Why is it then, that pseudo standards are now being
promoted to them and confusing the whole issue of ACCESS.
Are you not in danger of hindering the progress of
technology in education and the implementation of VLEs?
Standards are all well and good when governments and public
service industries are concerned, but when it comes to
education applying its initiative, why do we put barriers
in their path? ACCESS is what this whole issue is about,
and whether or not institutions are using the same VLE with
the same funtionality doesn't really matter. What does
matter is that fact that they are USING technology whatever
it is.

One other thing, why is it that one of the most important
monopolys to serve education, MICROSOFT, is NOT complying
with these standards?

Please consider what you are doing, think about the end
results of ACCESS and NOT our job justification!

Apologies if my tone is negative,  but this is very
important.
