Dear Chris (and lis-maps in general),
The RNIB used to have just such a thing,
but I believe they are now out of print. I have a reference copy, but no
loan copies. Your enquirer might contact the National Library for the Blind,
Cromwell Road, Bredbury, Stockport, but I am not sure whether they hold maps
as well as the regular book stock. Alternatively, there are a number of
people, including two of your colleagues at UKHO (!) who could advise on
creating a map for your enquirer.
