Julian did not have Christians killed according to his own words and
those of early Christian historians. But persecution was never
uniform throughout the empire at any given time; there were always
places which enforced policies opposite to those of the ruler at the
time. Julian's frequent admonitions to stop making martyrs of
Christians suggest that persecutions were still taking place.
Reasons could be suggested for these persecutions: backlash against
Constantine's and Constantius's policies favoring Christians or
Julian's return of exiled heretics (mostly Arians) causing internal
strife.
Perhaps someone knows about Donatus's case specifically?
