[Apologies if you already know this, but I don't think I've seen it
announced on a DC list.]
Adobe Acrobat 5, which supports PDF version 1.4, includes the
ability to capture Dublin Core metadata. This is along with the
basic few fields in the document information of previous versions of
PDF, extended documentation information and metadata based on
an XML schema (XAP).
Yesterday I heard a presentation by someone from Adobe (at a
British Computer Society Electronic Publishing Specialist Group
seminar - so this wasn't just a sales pitch). This improved
metadata support was one of the main features he described in
Acrobat 5 (the other was logical document structure encoding). He
referred to Dublin Core as 'industry standard' metadata.
I guess you would need to buy Acrobat 5 to find out more!
