Esprit run a series of seminars addressing the issues of ICT deployment for
public libraries and the issue of Internet access is always one which raises
a high level of debate.
On the assumption that some sort of filtering is desirable (not at all a
consensus), it is important to have a system that monitors and controls
access by the **content** of a page as it is requested and not by the URL
being visited. Such systems will occasionally let through the first attempt
to visit such a site but in most cases the most offensive material is not
presented at the home page in any case.
