We are using 5.5, and yes you can batch enrol with an admin role such as
system support or account administrator.
However, one of us is confused here. There is an option to "Batch Add
User" which allows an instructor to batch "create" users, however there
is no option I have found to allow instructors to batch enrol users to a
course in 5.5. If someone can tell me there is one - I'll be very pleased!
