Actually, I realise reading these that I've picked up this error when I was
doing rollover this summer. I re-enabled batch add users, expecting it to be
batch enroll, which would make sense, because if users exist, then staff
could create a batch file of userid, but discovered to my surprise that it
wants you to create them. Going back through the literature you are led to
expect that batch add users would be an enrol rather than a create, so
perhaps Blackboard managed to switch something here?

We are using 5.5, and yes you can batch enrol with an admin role such as
system support or account administrator.
However, one of us is confused here. There is an option to "Batch Add
User" which allows an instructor to batch "create" users, however there
is no option I have found to allow instructors to batch enrol users to a
course in 5.5. If someone can tell me there is one - I'll be very pleased!
