One thing to note here with regards to Blackboard and that is the system
they use for levels. Levels 1 and 2 are not IMS Enterprise interoperable
products and so therefore could not interface as part of a greater MLE with
Student record systems using the IMS Enterprise (let alone LIP)
specifications. The only level that does this is level 3 (there is a cost
overhead here that people should be aware of). If anyone needs further
detail on this then City College Manchester and Myerscough Colleges are the
Interoperability pilots involved with them (Stan Frost and John Burke
respectively).

Leeds College of Building was one of the partner colleges, although we
weren't 'heavy' users. We (Leeds College of Building) weren't involved with
the original selection of the VLE. All the colleges were given 'free' access
to Blackboard (hosted on Blackboard's server in the States) together with
training, support, etc.
We found the system slow at times, but were impressed with what it had to
offer so we have licensed a locally hosted (on-site) version (level One).
Incidentally, Blackboard offer a free 'test' of the system where you can
create a free course and see for yourself. (http://www.blackboard.com)
If anyone has any specific questions, I'd be happy to answer them.

I've just heard about a programme in West Yorkshire for 10 FE colleges who
all shared a box. The programme was part of a European
funded initiative, and was a 6 month implementation, at the end of which
500 courses were created. If there are any people from those colleges on
the list, they might like to comment on how effective this was.
