That is an interesting bit of analysis from David Gordon.

And I too agree with Roy that the relationship between statistics and
planning is problematic and that this relationship should be a central
concern of Radstats.
But a defining statement should not be about one view of this relationship.
It should aim to encompass the wide variation of views among Radstats
sympathisers on such a rich area.
