Indeed. There really is nothing like this in C99.

And this proposal is dated 2000/10/12 with no back references, so I doubt
that the C99 committee even considered it.
Not to mention that it really is not that useful.
This sort of stuff is traditionally covered by compiler switches in
Fortran and preprocessor macros (or compiler switches, or #pragmas)
in C. Now there may be a better way, but this proposal doesn't look
like it to me.
