The Commission's proposal was published in the Official Journal in 1966.
This pre-dates the UK accession, so the proposal was not published in
English, of course. But it is available in the Community official languages
of that period. The OJ reference is: Journal officiel no. 175 du 3.10.1966,
p. 3056. You can obtain the text of the proposal via Eudor
(http://www.eudor.com).
