In response to Fiona Campbell's question (Hi Fiona),
as far as I can see from Celex the Treaty of Rome provided for an
Assembly appointed by member governments but charged that
assembly with setting up direct elections. I think the item you're
looking for is 'Act concerning the election of the representatives of
the Assembly by direct universal suffrage' (41976d0787, OJ 278
1976 p.1). Beware of amendments to accommodate new member
states.
