I would certainly agree with this last statement. In my experience,
Internet publication works best and is much easier to put together overall
if conceived of digitally from the start.
The distinction should be made perhaps between web reports that could
easily be prepared and published 'in-house', (5 pages of text, a site plan
and a matrix), and the reports that might require something more
technical. Not everything has to 'use to medium' to make use of the
potential of the web.
