Are you posting this question to an OT discussion group too ?
In my observation, OTs are trained to look at equipment to ease functional
problems and are usually very much better at getting their heads round the
detail of ever changing array of chairs, cushions, moulds, seating systems
that are available. However, our PT training emphasises postural control.
The ideal situation is where the 2 professions can work together, but being
realistic, the current climate of unfilled vacancies in wheelchair services
(across the UK anyway, I can't vouch for other countries) means that the
ideal doesn't happen very often. I have had the pleasure of working with
excellent wheelchair therapists from both professions.
So yes, although both professions come from a different angle on this, I
would vote for them sharing responsibility for training.
