If people are still interested in this issue, the information in the NLA
notes states:
"It is perfectly lawful for anyone to clip an article or other material
published in a newspaper, to show the clipping to anyone else and to file it
or to display it - provided, in all such instances, it is the original
cutting on newsprint (whether or not it is mounted on another piece of
paper)."
Make of it what you will!
