No Legal Eagle but...
If you photocopy from Newspapers you need a licence from the
Newspaper licencing agency. There are two sorts - one where you keep
an exact tally of all the cuttings your organisation takes or the
other which is an estimate of the number of cuttings judged by
employee numbers. Both are hugely expensive and very complex. The
other fun thing is that the Newspaper Licencing Agency takes its
responsibilities very seriously - it has taken organisations like
Marks and Spark and the LibDems to court over supposed enfringement.
Problem is, if you phone to enquire they assume you need a licence
and will then badger you until you get one.
The IPR has been fighting this - don't think they got anywhere
