Under the guidance of the Data Protection Commissioner, we are being advised
that all registrations for corporate bodies such as a local authority have to be
a *single* registration, with a single point of contact.
As the primary aim of Data Protection is registration of *Purpose* and not
*Systems* (or now, piles of paper!), up to now we have always registered
ourselves for Purpose, but with the library purposes held as a discrete *subset*
of the councils registrations, and this has been well accepted by the
Commissioner.
Now, however, the new(?) approach would lead us to 'ticking off' our purposes
against one long list that the council holds, against which other services would
also be ticked.
For example, our Circulation system has always been registered under 'Loans
Administration', which could also be shared with other council services loaning
equipment (e.g. for the disabled). Acquisitions could share the same purpose as
the corporate finance system.
Conversely, and somewhat paradoxically, we are also told that the Commissioner
is working on 'schemas' for individual business areas (such as Public
Libraries!) to simplify registration, so that we don't re-invent the wheel...
Has anyone addressed these issues, and can give some guidance as to the pros &
cons? benefits & disbenefits? pitfalls & beartraps?
Would be happy to summarise responses for the list for the general good.
