The consultation for the Electronic Communications bill was dominated by
industry complaints about 'Section III' to which the above refers. It was
recommended by the select committee that the section be removed.
It has now been removed to leave a bill which industry are happy with (it
covers things like electronic signatures).
Section III will now be shoe-horned into a new bill with other powers such
as drug testing arestees.
Since industry are unlikely to have any interest in the RIP bill, it will
remain controversial only to civil libertarians, lefties and other
criminally inclined people. As a result there will be no new consultation
of the old Section III since this has already taken place.
