I think it is among many supposed letters of Paul that were rejected from
the canon for various reasons. The existence of an actual letter from Paul
to Laodicea is mentioned in one of the other epistles. If I recall correctly,
the commonly accepted explanation of this reference is that the epistle to
the Ephesians was also sent to Laodicea, but I don't recall the exact source
of that claim.
