Council of Europe Recommendation on "Universal Community Service"
The Council of Europe has just adopted a recommendation which encourages
Member States to make the new communication and information services
such as the internet and e-mail more easily available to citizens,
especially be providing public access points at local level. The
Recommendation calls upon the 41 Council of Europe Member States to
implement the basic principles of "universal community service" and
bring them to the attention of public authorities, the relevant
industries and individual users. The recommendation includes guidelines
for a coherent European policy on the subject.
* Educational and cultural institutions are encouraged to promote the
use of the new information technologies by the general public and to
provide decentralised access points.
* Governments are encouraged to develop financing strategies in
partnership with the private sector whilst ensuring that fair
competition prevails amongst the various providers of communication and
information services at community level..
The ultimate aim of the a universal community service, says the
Recommendation, is to prevent the division of society into
"information-rich" and "information-poor" citizens.
The Council of Europe is organising a European conference on access to
the internet at community level. This will take place in Malta on the
2nd and 3rd November 1999. The Council of Europe Recommendations will be
presented at this Conference and a variety of national experts will
examine a number of existing strategies and experiences.
