As part of KCC's Best Practice review (same as Best Value!), we are
looking at benchmarking parts of our service against similar
operations in other sectors. Examples of such benchmarking are
comparing thte joining procdures in libraries to other procedures,
such as getting your Marks and Spencer store card, joining the AA,
getting insurance over the 'phone...
If you have considered or are piloting such benchmarking then I would
