Jim Weinheimer's proposal makes very good food for contemplation:
http://www.princeton.edu/~jamesw/mdata/metadataprop.html
Not the least because among other things he tries to get to terms with the
aspect of longer-term maintenance of metadata. As the recent e-mail address
thread has shown (and Jim's input in particular), this seems to be
a much underestimated issue. To set up a database and indexing scheme
is one thing, to run it on a regular basis and keep data current is
quite another. Jim is envisioning a division-of-labor scheme here,
and to me, it makes a lot of sense. At least when it comes to those
documents whose long-term keeping and maintenance is desirable.
