THis is less important than it sounds.
1. As we get more connected it will tend to go away.
2. Trickery is already available to get away from the always logged on bit,
which I am sure is a problem if one is on a phone line - use NearSite to
cache the pages for each successive session, then browse them as though
on-line, occasionally bringing the line up if there is a further reference
to seek out.

there are others of course, but the key point is that the advantages in cost
and updating of that approach compared with burning and shipping and
version-managing CDs appear compelling to me, already.
