What definition of "context" one is happy with will depend on one's
`use' for it.
My guess is that Paul Rodgers asked about definitions of context
initially because he is interested in providing computational models
of the role of context in designing, or because he wants to build
tools that support designers by providing the sort of contextual
knowledge and stimulation that might normally be found (or missed)
elsewhere.
That particular intended use for a definition requires something
precise enough (and perhaps limited enough) that such computer systems
might be built.
Others might want to define context in a more abstract fashion as
perhaps part of a theory of, say, architectural design, or perhaps as
a way of influencing pedagogical strategies.
