As I recall it was another Franciscan (Observant) Bernardino, namely Bernardino
da Feltre, who promoted the monte (interest-free pawn shops). The Franciscans
do seem have assumed a more oppositional stance towards the Jews than the
Dominicans. Order rivalry tended to create ideological polarities between both
orders. Remember the cult of the Holy Name of Jesus? The Dominicans (and
Augustinians too, I think) tried to have Bernardino da Siena charged with
heresy (idolatry) for urging devotion towards the image of it.
