I am saying that I think qualified Dublin Core (as it presented
and "sold" at the moment) makes it (too) easy to, in good faith,
create and distribute qualified metadata that aren't generally

I am not enough of an XML expert to give an authoritative answer
to that, but on sec 2.2.1. of the RDF Model and Syntax specification,
<URL:http://www.w3.org/TR/REC-rdf-syntax/>, it says that:
"the resource attribute specifies that some other resource is the
value of this property; that is, the object of the statement is
another resource identified by URI rather than a literal. The
resource identifier of the object is obtained by resolving the
resource attribute URI-reference in the same manner as given
above for the about attribute."
If this says what I believe it says, it means that your URI is
supposed to point to the actual value of the property (i.e.
something that identifies the entity who created the resource).
I.e. if you stick something different in the resource the URI
identifies, you are violating the above rule in the RDF spec.,
and can not claim to be in good faith.
