If this is the case, it may be wise to move all "qualified" DC
to an appendix of the RFC - so as to be clear what is recommended
and what is still under development.
As a community, we need to put more effort into the
*semantics* of current and future versions of Dublin Core.
This will then make the development of syntax recommendations
a lot easier.
