CASING THE JOINT ARRANGEMENTS
AN IMPORTANT PROJECT - AN IMPORTANT WORKSHOP
Local government review in the 1990s introduced a new dimension to
library co-operation - the joint arrangement. Most new library
authorities, and many existing ones, entered into several such
arrangements in search of continuity of service and economy of scale.
In March 1998, a project, funded by the British Library Research &
Innovation Centre, began to examine joint arrangements, to establish
· whether they will contribute towards a contractual framework for
library co-operation
· whether they present a model for co-operation between libraries in
other sectors
· to assess their value
The project is nearing the end of its work.
Extensive research has been carried out, using Leicestershire,
Leicester and Rutland as a case study, and has included interviews
with elected members, chief librarians and front-line officers. The
experience of Leicestershire, Leicester and Rutland has been compared
with that of other East Midlands authorities and unitary authorities
resulting from the dismemberment of counties. A nationwide audit of
joint arrangements gives the larger picture.
A number of interesting issues has emerged, including best value,
technical change, the emergence of regions and legal implications.
Many of these will be discussed at a workshop to be held in
Loughborough on 4th may, 1999. Chaired by Bob McKee (Assistant Chief
Executive, Solihull Metropolitan Borough), the speakers include
Matthew Evans (Chairman of the Library & Information Commission),
Patrick Conway (Director of Arts, Libraries and Museums, Durham County
Council), Rob Froud (County Librarian, Somerset Library Service),
Wilma Grant (Head of Cultural & Information Services, Royal Borough of
Windsor & Maidenhead), Steve Leach (Professor in Local Government at
DeMontfort University) and Steve Rayson (Director of Business
Services, who is responsible for Brighton & Hove Council's best value
pilot).
This promises to be an interesting day with lots of audience
participation. The workshop costs only £60 and further details and a
