This sounds like you have just invented something called the National
Electronic Library for Health. Ah but wait what is this that I find
in the national IM&T strategy? - yes the very thing. Looks like the
NHS IM&T strategy has already attempted to address your point. Next
thing you know they'll be appointing some evidence based visionary
such as Muir Gray as Project Director to initiate a 5-year programme
of development on the NELH. They'll even set up a colloquium
especially for primary care on February 16th to brainstorm what
people want.
