For getting rainfall data, you probably need to talk with a meteorological service, or possibly a hydrology department, depending on how the government is set up. (When I worked in Mozambique there was a hydrology department within the Public Works Department). Data may not come in the form you need it, and the references below can help on transforming it. The other place to start is to chat with consulting or municipal engineers and see what they're doing and where they get their data.....

Watkins & Fiddes, Highway and Urban Hydrology in the Tropics by L.H. Watkins & D. Fiddes (PenTech Press, London 1984)
Storm Drainage: an engineering guide to the low-cost evaluation of system performance, Kolsky, 1999 Intermediate Technology Publications.
All of the above deal with hydrological issues. Looking at sanitary drainage,
your best bets are
Low-Cost Sewerage edited by Duncan Mara (Wiley, 1996) and
Sustainable Sewerage by R.A. Reed (IT Publications, 1995).

Hello,
I am currently in my final year Civil engineering degree course and i
have chosen for my project,urban drainage in developing countries.The
location for the Project is Lagos,Nigeria and this is where my problem
lies.I need some information regarding aspects like hydrological
cycle,meteorological data etc and i am at a loss as to where to find this
information.I would like to hear from anyone with the experience of working
