IMPLEMENTATION OF PART IIA OF THE ENVIRONMENTAL PROTECTION ACT 1990

The speakers will be representatives from the Private sector, the Public
sector and the Regulators. Other speakers include Dr Paul Nathanail
(University of Nottingham) and Professor Paul Syms (Sheffield Hallam
University).
The DETR has recently published the long awaited consultation document on
Part IIA of the Environmental Protection Act 1990, added in 1995 through the
Environment Act. It marks the final stage in a consultation procedure that
started in September 1996 with the document Consultation on Draft Statutory
Guidance on Contaminated Land. Due to the changes in governance this
consultation document is with respect to England only.
The document looks at several key areas, including:
? The new and existing land regimes
? Existing regulations
? The definition of contamination
? Remediation, exclusion & costs
? Sustainable development - preventing further contamination & how to deal
with existing areas
? The suitability for use approach - risk assessment
The response deadline set by the DETR is the 6 December 1999. The event
will help fill in the blanks and specify more clearly how the document will
take shape, and provide an opportunity to discuss the document with other
professionals.
